Bukit Raja Selatan or Bandar Bukit Raja: which council is your factory under?

Ms Teh Seok Hoon, PEA 4006. Updated

Bukit Raja is split between two councils. Factories in Bukit Raja Selatan, the Seksyen 7 side near i-City, are in Shah Alam under Majlis Bandaraya Shah Alam (MBSA). Bandar Bukit Raja and the older Bukit Raja industrial area in Klang are under Majlis Bandaraya Diraja Klang (MBDK). The council issues your business licence, handles building and planning matters and bills assessment tax, so confirm it from the title and the assessment bill before you sign.

Key takeaways

  • Bukit Raja Selatan (Seksyen 7, near i-City) is Shah Alam and falls under MBSA.
  • Bandar Bukit Raja and the older Kawasan Perindustrian Bukit Raja are Klang and fall under MBDK, the former Majlis Perbandaran Klang.
  • The council decides your business licence, building and change-of-use matters, local plan zoning and assessment tax.
  • A Klang or Shah Alam postal address is not proof; the land title and the assessment bill are.
  • Flood and drainage issues cross the boundary, so ask both councils' sides about the site's history.

Why one name covers two councils

Bukit Raja is a place name, not a council boundary. When the Selangor state government listed the state's industrial areas by local authority in a written answer to the state assembly in November 2016, Bukit Raja appeared twice: "Bukit Raja Prime Industrial Park (Sect. 7)" under Majlis Bandaraya Shah Alam, and "Kawasan Perindustrian Bukit Raja" under Majlis Perbandaran Klang. The same list put Kawasan Perindustrian Jalan Haji Abdul Manan, Meru, Pekan Meru and Sungai Puloh under the Klang council.

The two council areas also do not follow district lines neatly. MBSA describes Shah Alam as 290.3 sq km covering the Petaling District and part of Klang. The Klang local plan, the RTMPK 2035 (Penggantian) summary published by MBDK, covers two main mukim, Mukim Kapar and Mukim Klang, and borders the Petaling District. So a factory can carry the name Bukit Raja and still answer to either council.

For a buyer or tenant this matters more than the name on the gate. It decides which office approves your plans, which by-laws apply to your licence and signboard, and who sends the assessment bill.

The Shah Alam side: Bukit Raja Selatan, Seksyen 7

Bukit Raja Selatan is the industrial area in Seksyen 7, Shah Alam, near i-City. It is the "Bukit Raja Prime Industrial Park (Sect. 7)" that the state listed under MBSA. Logistics users are active here: in October 2025 Bernama reported that SPX Express opened a sorting centre of more than 30,000 square metres in Bukit Raja Selatan, Shah Alam.

Ms Teh currently has a 133,971 sq ft detached warehouse in Bukit Raja Selatan for rent. For a unit like this, the licence, renovation plans and assessment bill all go through MBSA, even if the landlord's marketing calls it Bukit Raja, Klang. All of her Bukit Raja units on record are classed as medium industry; check the industry class your own process needs.

The Klang side: Bandar Bukit Raja and the older estate

Bandar Bukit Raja, Sime Darby Property's township north of Klang town, and the older Kawasan Perindustrian Bukit Raja are on the Klang side. Their council is now Majlis Bandaraya Diraja Klang (MBDK). Its 2025 to 2030 strategic plan records that Majlis Perbandaran Klang was upgraded to MBDK on 23 November 2023, so older approvals, by-laws and letters will still say MPK.

News reports of deals in the township describe it as Klang. In July 2026 NST reported PTT Synergy's sale of a freehold industrial property in Bandar Bukit Raja, Klang, a double-storey detached factory of about 20,197 sq ft built-up on 4,987 sq m of land, classified for light industrial use. MBDK also enforces there: its own news page reports seven compounds issued to metal goods premises on Jalan Astana 1B, Bandar Bukit Raja, for operating without a valid MBDK business licence and advertisement licence for 2024.

Ms Teh has a freehold 8,387 sq ft detached factory in Bandar Bukit Raja for sale, and the full list is on the Bukit Raja page. For an overview of the Bukit Raja estates, see fellow CID agent Peter Tan's Bukit Raja industrial area page on FactoryHub.

What the council changes for a buyer or tenant

The building may look the same on both sides of the boundary, but the paperwork follows the council. These are the points that change:

  • Business licence and signboard: you apply to the council where the premises sit. MBDK's compounds in Bandar Bukit Raja were issued under the Trade, Business and Industrial Licensing By-laws (MPK) 2007 and the Advertising By-laws (MPK) 2007; a Seksyen 7 unit follows MBSA's by-laws instead.
  • Building plans, renovation and change of use: these go to the same council's planning and building departments, and the zoning comes from that council's local plan. For the Klang side that is the RTMPK 2035.
  • Assessment tax (cukai taksiran): billed by the council. Kosmo reported that after Selangor's revaluation, increases were capped at 25 per cent from 1 January 2025, so ask the seller or landlord for the current bill rather than an old one.
  • Quit rent (cukai tanah): a land matter, separate from the council bill. The land title states the mukim and district, which tells you the land office.
  • Enforcement and complaints: noise, parking, drainage or illegal extensions are reported to the council that owns the area, so you deal with one set of officers, not both.

Floods and drainage cross the boundary

Water does not stop at the council line. In May 2024 Sinar Harian reported that residents of Bandar Bukit Raja, mainly phases 1 and 2, had faced flash floods on Jalan Makyong at least three times a year since the December 2021 floods, with overflow from Sungai Puloh and Kapar Kecil. Their memorandum asked MBSA, the Setia Alam developer and the Selangor drainage department (JPS) to deepen retention ponds on the Setia Alam side, and asked MBDK, Sime Darby Property and JPS to add ponds in Bandar Bukit Raja.

For an industrial buyer, the lesson is to ask about the site's flood history on both sides: the council that approves your drainage, and the upstream area that sends water to it. Ask the seller or landlord, check the yard and loading bays after heavy rain, and read your insurer's flood terms.

How to check which council a unit is under

Do not rely on the postal address or the advert. Marketing often uses "Bukit Raja, Klang" for both sides, and the postal town does not always match the council. Use documents instead:

If you are buying, add these checks to the usual title and consent searches in our leasehold buying guide, and compare units across the town on the Bukit Raja factories for sale and for rent pages. Nearby Meru and Kapar are Klang council areas in the 2016 list. Ms Teh Seok Hoon (PEA 4006, CID Realtors) can help you check the papers on units in Bukit Raja before you commit.

  • The assessment bill: the council's name is printed at the top. Ask for the latest one.
  • The approved building plan and the CCC or CF: they show which council approved the building and for what use.
  • The land title: it shows the mukim and district, which tells you the land office for quit rent and consents.
  • The previous occupier's business licence: it shows which council licensed the activity, and under which class.

Questions buyers and tenants ask

Is Bukit Raja in Klang or Shah Alam?

Both. Bukit Raja Selatan in Seksyen 7 is Shah Alam and under MBSA, while Bandar Bukit Raja and Kawasan Perindustrian Bukit Raja are Klang and under MBDK. The state's 2016 list of industrial areas places a Bukit Raja estate under each council.

Is Bukit Raja Selatan the same as Bandar Bukit Raja?

No. Bukit Raja Selatan is the Seksyen 7 industrial area in Shah Alam near i-City. Bandar Bukit Raja is Sime Darby Property's township on the Klang side. They are near each other but under different councils.

Is MBDK the same as MPK, Majlis Perbandaran Klang?

Yes. MBDK's strategic plan records that Majlis Perbandaran Klang was upgraded to Majlis Bandaraya Diraja Klang on 23 November 2023. Older approvals and by-laws still carry the MPK name.

If the address says Klang, is the factory under MBDK?

Not necessarily. Adverts often say Bukit Raja, Klang for both sides, and MBSA itself covers part of the Klang district. Check the assessment bill and the approved plans, which name the council.

Which council covers the Jalan Haji Abdul Manan side towards Meru?

The Klang council. The 2016 state list puts Kawasan Perindustrian Jalan Haji Abdul Manan, Meru and Pekan Meru under Majlis Perbandaran Klang, now MBDK. See the Meru page for that area.
