How to check flood risk before renting or buying a factory in Kapar, Meru or Klang

Ms Teh Seok Hoon, PEA 4006. Updated

Start with public records, not the listing. Look up the nearest river and rainfall stations on JPS Public Infobanjir, then check whether the area has a Klang district flood mitigation project and its status in the Selangor State Assembly answers. Several are finished, including Sungai Kapar Kecil and Pekan Meru drainage, while the RM219 million Sungai Kapar Kecil and Kapar Besar scheme runs to 2029. Then ask the owner, in writing, whether the unit flooded in December 2021 or since.

Key takeaways

  • Since 2020 the Selangor government, through JPS Selangor, has allocated RM118.083 million to 16 flood mitigation projects in Klang district: 10 are finished and 6 were due to finish in stages from late 2025 to 2027.
  • Finished projects include the Sungai Kapar Kecil river and pump house works (2020), Pekan Meru drainage (2021) and the Pandamaran floodgate and pump house (2021).
  • Still running: the federally funded Sungai Kapar Kecil and Sungai Kapar Besar flood plan (RM219.067 million, to May 2029), a retention pond beside Taman Mutiara Bukit Raja and the Sungai Kembong works on Pulau Indah.
  • Flash floods still happen near new development: on 29 September 2026, 25 houses in Taman Seri Kerayong, Kapar, flooded and MBDK ordered developers to build a 1,000 cubic metre detention pond.
  • Before you sign, check the nearest JPS station on Public Infobanjir, look at the drains and road level yourself, and get the owner's flood history in writing.

Why flood questions matter in Klang

Klang district sits on low ground near the coast, crossed by the Klang river and smaller rivers such as Sungai Kapar Kecil, Sungai Kapar Besar and Sungai Puloh. A factory or warehouse that takes in water for even a day can lose stock, machinery and delivery slots, so occupiers of large units ask about floods early. For how flood risk affects factory value and insurance across Selangor, see FactoryHub's guide to flood risk in Selangor industrial areas.

The floods of December 2021 are still the reference point. Bernama reported that Klang was among the Selangor districts hit, after a downpour of more than 24 hours from late 17 December that matched a month's average rainfall, described by the Environment and Water Ministry as a one in 100 year event. The Edge reported that Notion VTec told Bursa its factory in Klang was flooded after the rain of 18 and 19 December 2021 and could not yet be reached to assess the damage.

This guide covers the industrial towns of Kapar, Meru and the rest of Klang. It does not judge any individual unit; it shows where the public records are and what they say about each area.

Step 1: look up the nearest JPS station on Public Infobanjir

Public Infobanjir is the flood information portal of the Department of Irrigation and Drainage (JPS). It has a map, a rainfall page and a water level page. Water level stations are shown as Normal, Alert, Warning or Danger, and rainfall stations from no rain to very heavy rain of more than 60 mm.

Find the station on the river closest to the site, for example a station on Sungai Kapar or Sungai Klang, and look at it during and after a heavy storm. A station that often reaches Alert or Warning tells you the river near the unit runs high in wet weather. It does not tell you whether a particular compound floods, because many flash floods in Klang come from drains that cannot empty, not from rivers overtopping.

Step 2: check the flood projects for that area

The Selangor State Assembly publishes written answers on flood projects. In a November 2025 answer, the state said that since 2020 it had allocated RM118.083 million through JPS Selangor for 16 projects in Klang district. Ten were finished at a cost of RM64.359 million, and six worth RM53.724 million were due to finish in stages from late 2025 to 2027. The same answer listed four federal projects worth RM288.339 million.

In an April 2026 answer the state added that its consultant found floods around Batu 4 Jalan Kapar and Taman Klang Utama came from backflow: water from downstream flowed back into the main drain and flooded the internal drains. Phase 2 of that drainage upgrade needs RM13 million and is designed for a 50 year ARI, including a 6 m by 3 m drain along Jalan Haji Sirat for 2 km. The state also said JPS Selangor runs a flood mitigation project dashboard on water.selangor.gov.my, updated monthly.

  • Kapar: the Sungai Kapar Kecil river upgrade and pump house were finished in December 2020. The larger federal Sungai Kapar Kecil and Sungai Kapar Besar plan, with retention ponds, a barrage, a pump house and flood bunds, runs from January 2024 to May 2029 and was 24.04% done at 31 October 2025.
  • Kapar, Sungai Kapar Indah: an MBDK flood project costing RM4,107,799 was 30% done against 40% planned, and its latest completion date was 26 August 2028 because of utility obstructions on site, according to an April 2026 answer.
  • Meru: the Pekan Meru drainage upgrade, with U drains and upgraded crossings, was finished in April 2021.
  • Bukit Raja: a retention pond and pump house beside the Shapadu Highway next to Taman Mutiara Bukit Raja was 89% done at 31 October 2025 against 96% planned.
  • Port Klang and Pulau Indah: the Pandamaran floodgate and pump house were finished in February 2021; the Sungai Kembong floodgate and pump house on Pulau Indah was 70.6% done at 31 October 2025.

What is happening in Kapar now

Kapar is where most new industrial land in northern Klang is being opened, and the records show both progress and delays. FMT reported in May 2026 that flood works with a sewerage system along Jalan Kapar near Taman Sungai Kapar Indah, started on 3 September 2025 and first due in March 2026, were about 25% done and might run into 2027 because water, telecom, power and gas lines had to be moved. The works also closed a road and slowed traffic at peak hours.

The Star reported that a late afternoon downpour on 29 September 2026 flooded 25 houses in Taman Seri Kerayong, Kapar. MBDK found heavy sand build up from development sites in the drains and ordered three developers to build a 1,000 cubic metre on site detention pond and clear the drains, which the mayor called a temporary measure.

For a buyer or tenant, the point is simple: land next to active earthworks can flood even when the river is normal, until the drains and ponds planned for the new estate are built. Ask which drainage works serve the unit and whether they are finished. You can see current units on the Kapar industrial land page and the Kapar factory and warehouse rentals. For an overview of the estates themselves, see fellow CID agent Peter Tan's Kapar and Sungai Kapar Indah industrial area page on FactoryHub.

Step 3: what to look at and ask on site

Public records cover areas, not single lots, so finish with your own checks. None of these replace a survey by your own engineer or loss adjuster for a large purchase.

  • Ask the owner or landlord, in writing, whether the unit or its access road flooded in December 2021 or in any storm since, and how deep the water was.
  • Compare the floor and loading dock level with the road and the main drain outside. Check whether the drains in front are open and clear or covered and full of silt.
  • Look at the neighbours: water marks on walls, sandbags, flood boards at doors or raised racking bases are clues worth asking about.
  • Check whether a flood project on the list above serves the area and whether it is finished. Delayed works matter more for a long lease than for a short one.
  • Ask your insurer whether flood cover is available for that address and on what terms before you commit.

Getting help with units in Klang

Areas nearer the port have their own checks; see Westport vs Northport for the port side and Bukit Raja for the Bukit Raja estates. Ms Teh can help you find and compare factories, warehouses and land in Kapar, Meru and the rest of Klang, so that each client ends up with a unit that suits the operation.

Questions buyers and tenants ask

Did industrial areas in Klang flood in December 2021?

Klang was one of the Selangor districts hit, and at least one listed company, Notion VTec, reported that its Klang factory was flooded after the rain of 18 and 19 December 2021. Reports do not give a list of every affected estate, so ask the owner of the unit you are considering.

Is Meru the same as 巴生中路, and has its drainage been upgraded?

Yes, Meru is called 巴生中路 in Chinese. The Pekan Meru drainage upgrade, with U drains and upgraded crossings, was finished in April 2021 according to the Selangor State Assembly answer of November 2025.

When will the Kapar river flood scheme be finished?

The federally funded Sungai Kapar Kecil and Sungai Kapar Besar flood plan, worth RM219.067 million, is scheduled from 15 January 2024 to 14 May 2029. At 31 October 2025 it was 24.04% done and at the final detailed design stage.

Where can I see live river levels for Klang?

On Public Infobanjir, run by JPS. Its water level page shows each station as Normal, Alert, Warning or Danger, and its rainfall page shows how heavy the rain is at each gauge.

Is a new industrial estate in Kapar safer from floods than an old one?

Not automatically. New estates are built to approved drainage designs, but during earthworks sand can clog nearby drains, as MBDK found in Taman Seri Kerayong in September 2026. Ask whether the estate's ponds and drains are finished.
