Telok Gong (Teluk Gong), Klang: Ms Teh's notes on Telok Gong Industrial Park, the zero discharge rule and flooding

Telok Gong (also spelled Teluk Gong) is an established industrial area with older medium and heavy plants in Port Klang, south of Klang town and about 10 km by road from Northport and 15 km from Westports. Most units are detached factories of 40,000 to 90,000 sq ft on 1.5 to 3 acres. Since 1 September 2021 no new heavy industry is allowed to start here, and since 2025 it has been Selangor's first industrial area under a Zero Discharge Policy.

Where Telok Gong is and how far the ports are

Telok Gong lies in Port Klang, south of Klang town and near Pandamaran, inside the Klang Royal City Council (MBDK) area. It started as a fishing village, and Kampung Telok Gong still sits among the factories; today it is an industrial area for medium and heavy industry on the mainland side of the bridge to Pulau Indah.

The Pulau Indah Expressway (Federal Route 181) runs through the area west to Westports and links north towards Pandamaran and KESAS. Our OpenStreetMap route from the town centre gives about 10 km to Northport and 15 km to Westports, and a FactoryHub listing here puts KESAS, Northport and Westports each 15 to 20 minutes' drive away.

Telok Gong Industrial Park (Kawasan Perindustrian Telok Gong)

Selangor's official list of industrial areas (2025) names it Kawasan Perindustrian Telok Gong and files it under Klang district, MBDK, with Pandamaran as its locality; Kawasan Perindustrian Kampung Idaman next door is listed the same way. In English it is usually called Telok Gong Industrial Park. A 2023 state assembly answer describes Kampung Telok Gong as covering 2,419.5 hectares with about 22,000 residents, and names the fully industrial part Telok Gong Indah. That hectare figure is the whole village area, not the industrial park.

Addresses here use postcode 42000 Pelabuhan Klang. Factories approved by the state between 2022 and 2024 sit on Jalan Telok Gong, Jalan Canang Emas (off Jalan Telok Gong), Jalan Perajurit 1, Jalan Udang Galah and Lorong Jala 14/KS10. Their products show the mix: electric motorcycle assembly (Multi-Code Electronics), scissor lifts (Noblelift), prime movers and trucks (Shaanxi Trucks), wooden pallets (Taik Sin Timber), ABS plastic pellets (Talsu Polymer), fertiliser (Cropmate) and tyre-derived fuel oil (Evergreen Corporate).

The planning rule changed in 2021. The Klang council's Telok Gong infrastructure and community facilities master plan took effect on 1 September 2021; under it only light and medium industry is allowed, and no new heavy industry may start operating in Telok Gong from that date. Existing heavy plants stay, but a buyer planning a heavy process should assume it will not be approved here. The governing local plan is the Klang Royal City local plan 2035 (Rancangan Tempatan Bandaraya Diraja Klang 2035, first amendment).

What industry is in Telok Gong

MBDK counted 274 licensed factories in Telok Gong in September 2024, 47 of them plastics-related. Around them the land has filled with warehouses, steel and scrap yards, container depots and manufacturing plants that want to be close to the port.

Most stock is detached factories and warehouses on 1.5 to 3 acres; units for rent in October 2026 listed 400A to 1,200A power and 25 to 42 ft ceilings. New supply is coming from LBS Bina's Telok Gong Industrial Park (TGIP): 69 three-storey factories on 60.92 acres, aimed at light and medium industry, with semi-detached units from 12,674 sq ft priced from RM7.35 million at its October 2025 launch.

Heavy and wet processes face the strictest checks here. See light, medium and heavy industry for how the classes differ.

Indicative prices and rents

In October 2026, FactoryHub listed 16 factories and warehouses for rent in Telok Gong, from 33,000 to 70,000 sq ft. The middle half asked RM1.29 to RM1.55 psf a month (median RM1.36), and most were RM50,000 to RM96,000 a month. JPPH has too few registered tenancies here for a local median; Axis-REIT's 259,310 sq ft warehouse is let at RM425,764 a month, about RM1.64 psf.

Five were for sale, detached factories and a warehouse on about 2.3 to 3 acres asking RM18 million to RM26 million, or RM250 to RM353 psf of built-up. FactoryHub's count of JPPH-registered transfers over the 24 months to July 2026 gives a detached factory median of RM19 million (RM174 psf of land, 5 deals) and industrial land at RM65 psf, about RM7.43 million for a 2.5-acre plot.

Older NAPIC records show three detached factories sold for RM18.5 million to RM21.8 million between March 2023 and May 2024, or RM131 to RM188 psf of the recorded area. Semi-detached factories of 10,400 sq ft changed hands at RM2.71 million in 2023 and January 2024. These are indicative only; see factories for rent and factories for sale for current units.

Zero Discharge Policy and enforcement

After years of complaints about polluted rivers and illegal plastic and tyre recycling, Selangor made Telok Gong the first industrial area in the state to apply its Zero Discharge Policy in full, announced in April 2025. The aim is that no effluent goes straight into the environment; 92 ZDP licences had been issued to premises there at the time.

Enforcement is active. In September 2026, MBDK, the Department of Environment and the Selangor Water Management Authority (LUAS) raided a scrap-plastic washing plant on Jalan Udang Galah; six of seven nearby premises checked had no 2026 industrial licence. The Klang Land Office has also found agricultural land in the area being used for factories in breach of title conditions.

What to check before you buy or rent

Telok Gong suits port-linked manufacturing and storage, but the checks here are stricter than in newer estates. Go through these before you sign.

  • Title and land use: confirm the land is in the industrial category, not agricultural land used for a factory, and check the tenure and any lease expiry. See buying leasehold industrial property.
  • Licences: check that the unit and your process can get an MBDK industrial licence, and what the Zero Discharge Policy means for your wastewater.
  • Flooding and tides: in October 2024 an extreme high tide put more than 0.5 m of water on the area's main access road. Ask about flood history and site levels.
  • Container access: check turning space, gate width and road weight limits for 40-ft trailers.
  • Traffic: Jalan Telok Gong, the main road in, has one lane each way. In November 2025 local manufacturers reported that a road upgrade was about 40% done and trips that took 15 minutes could take 1.5 hours at peak. Time the drive at the hours your trucks will run.
  • Power and cranes: confirm the TNB supply in amps and the safe working load of any overhead cranes.

Telok Gong or a nearby area?

Compared with Pandamaran, Telok Gong has larger lots and heavier industry. Northport puts you closest to the mainland terminals, while Pulau Indah and Westport put you next to Westports in newer, mostly leasehold estates. For distribution across the Klang Valley rather than through the port, inland Klang areas such as Bukit Raja may suit better.
