Westports CT10 to CT17: what tenants, buyers and owners in Pulau Indah should plan for

Ms Teh Seok Hoon, PEA 4006. Updated

If you rent or buy near Westports, plan around three dates. Container tariffs rose 15% in July 2025 and 10% in January 2026, with 5% more from January 2027. CT10, the first of eight new terminals that lift capacity from 14 million to 27 million TEU, is expected in the third quarter of 2028. The concession runs to 2082, so check a lease against it. More capacity is likely to support demand nearby, but does not guarantee prices.

What is being built

In December 2023 Westports and the Port Klang Authority signed a 58-year extension of the Westports concession, to 2082, with a total investment commitment of RM39.6 billion. The plan adds eight container terminals, CT10 to CT17, and raises capacity from 14 million to 27 million TEU. The terminals themselves are projected to cost RM12.6 billion.

The work is split into two phases. Phase 1 covers CT10 to CT13 and Phase 2 covers CT14 to CT17. For context, Westport handled 11.33 million TEU in 2025, so the existing terminals are already running close to their capacity. FactoryHub's outlook on Westports CT10, the ECRL and Port Klang warehouses and yards looks at which locations gain.

Timeline

Westports' 2025 annual report put Phase 1 at about 45% complete at the end of 2025, with land reclamation for CT10 done. By May 2026 an analyst report cited by The Star put CT10 to CT13 construction at about 56%, slightly ahead of schedule.

Analysts' estimates for the later phases are indicative only: CT14 to CT17 is expected after 2036, with full completion projected around 2040.

  • CT10 Wharf 1: operations expected 3Q2028
  • CT10 Wharf 2: operations expected 4Q2028
  • CT11: expected 4Q2029 or 1Q2030
  • CT14 to CT17: after 2036 (indicative)

Other projects around Westports

The Cabinet has approved a third Port Klang terminal on Carey Island, next to Westports. The Transport Minister said in July 2026 that it will be developed in phases over close to 20 years on a build-operate-transfer basis.

ECRL rail is due to start cargo services to Port Klang in early 2028, after passenger services begin in January 2027. The 25 km spur from Jalan Kastam to Northport and Westports has been upgraded to double track.

The Port Klang Free Zone plans to convert about 20 acres of light industrial units into open land on leases of up to 30 years, and to redevelop older blocks into multi-storey and automated warehouses.

Port tariffs are rising

The Transport Ministry approved container tariff increases at Westports in three steps: 15% from 15 July 2025, 10% from 1 January 2026 and a further 5% from 1 January 2027.

Higher port charges make the trucking leg matter more. Being close to the terminal your boxes use cuts haulage time and cost on every container, which is one reason operators look at sites on Pulau Indah itself.

What it could mean for industrial property

More capacity and more ship calls at Westports are likely to bring more logistics, warehousing and port-related manufacturing to the island. That is a reasonable expectation for demand, not a forecast of rents or prices, which also depend on new supply, interest rates and trade volumes. For how the Westport, Northport and PKFZ industrial zones compare, see fellow CID agent Peter Tan's Port Klang industrial zones comparison on FactoryHub.

Supply is growing too. The first lots in SBB Industrial Park on Pulau Indah are on sale, and the free zone plans to release open land. Compare what you pay today with recent transactions, set out in the land price guide, rather than paying ahead for expansion that is years away.

  • Tenants: plan around the CT10 start date if your volumes depend on new berths.
  • Buyers: check the lease term against the 2082 concession horizon and your own holding period.
  • Owners: units with good power, height and truck access near the terminal are the ones occupiers ask for. See warehouses for rent.

Questions buyers and tenants ask

When will Westports CT10 open?

CT10 is expected to start operations in the third quarter of 2028 for Wharf 1 and the fourth quarter of 2028 for Wharf 2, based on an analyst report cited by The Star in May 2026.

How much capacity will Westports add?

The CT10 to CT17 expansion raises capacity from 14 million to 27 million TEU. Westports handled 11.33 million TEU in 2025.

How long is the Westports concession?

It was extended by 58 years to 2082 under an agreement signed on 8 December 2023, with a total investment of RM39.6 billion.

Where is the Carey Island port?

On Carey Island, next to Westports. It has Cabinet approval as Port Klang's third terminal and is to be built in phases over close to 20 years.

Will the expansion push up land prices in Pulau Indah?

It is likely to support demand for warehouses and land near the port, but prices also depend on new supply, interest rates and trade. Base any offer on recent transactions rather than expected future growth.
